DEATH INVESTIGATION: On July 13 at 3:02 a.m., officers at the Charles County Detention Center were conducting rounds when they observed a male inmate – who was the sole occupant of a cell – sitting on the floor with a bed sheet wrapped around his neck and tied to a top bunk. The man was unconscious. Officers took immediate action by entering the cell and quickly removing the sheet. They called paramedics, initiated CPR and utilized an automated external defibrillator. The man, Tevin Garcia, 24, of no fixed address, was transported to a hospital where he died a short time later. An autopsy performed by the Office of the Chief Medical Examiner in Baltimore revealed Garcia died as a result of asphyxiation and the manner of death was ruled a suicide. Garcia had been at the detention center since July 6 for a misdemeanor charge and was unable to post a $100 bond. Detectives assigned to the Criminal Investigation Division investigated.
