DEATH INVESTIGATION: On July 13 at 3:02 a.m., officers at the Charles County Detention Center were conducting rounds when they observed a male inmate – who was the sole occupant of a cell – sitting on the floor with a bed sheet wrapped around his neck and tied to a top bunk.
